Design Festa is an art gallery based in Harajuku, Tokyo. They’ve got a pretty open door policy when it comes to artists showing there.
From their about page:
Design Festa Gallery is for all artists from all over the world, both professional and non-professional, to show their original works, and is the ideal place for artists and art lovers to enjoy these unique creations!
Even the gallery building itself is a work of art, outside and in.
All the gallery spaces have been created by artists, and these spaces are continually changing as a result of artists’ suggestions. 12 spaces of various sizes are available for exhibitions.
Design Festa Gallery opened in April 1998, with the same original concept as the international art event Design Festa. It is located in Harajuku, Tokyo, a busy, cutting-edge hub of creative activity.
Design Festa Gallery is an open forum for any artist to express him or herself!

UPDATE: Please note the rental fees are by the day for rooms depending on size. Unless you got some serious underwriting/sponsorship this might not be the move for artists on a limited (read: no trust fund) budget.
